Public Works minister Rayburn Blackmore tells Public Works to complete resurfacing the Kalinago Territory road in 3 weeks or they will be fired!

I think part of the problem is that these contractors have no incentive to finish the work. They are not part of a union, and the longer they work, the more they are paid. There wasn't a contract in place that said they would be paid only after the job was done. Here in America, there are contractors out there that don't treat contracts with disdain. You have to look for them, but they're out there.
